Article 1 1 Gives congress legislative powers and creates the House and Senate. 2 The House Sets  elections at every 2 years from all states and says that the electors must be the same that vote for the largest branch of state legislature. (note: not everyone given right to vote Blacks and women are added by amendment and age is set to 21 then 18) These Representatives must be 25 years old, a citizen for 7 years and must live in the state where they are elected.
