Now the real heath care debate begins. After weeks of Representatives and Senators giving the same speech each time the committee met or on the floor it is time now to really build the bill. I want to give this notice to Nancy and Harry and all Republicans.

The right form is single payer. Before you can get to this you must reform Medicare. That really is the first step. You can set fair payment schedules, change the direction from quantity to quality, reduce the number of government agencies, create jobs, install a buy American policy, create real insurance as it was meant to be,eliminate the useless AMA and the extravagant insurance salaries, keep jobs and money in the USA,increase our trade by lowering the cost of our goods.

Once we have fixed Medicare a fair payment schedule must be created. Yes folks a tax if that is what you wish to call it.  You then require all businesses to purchase the insurance for their workers, including those that hire on a tips basis and independent contractors. Even slave owners pre civil war provided health care. Today’s would be slavers should do the same. We can keep our small businesses solvent by lowering minimum wage by sixty two cents per hour.

Medicare should be set up in a two system approach: Part A which would be free to seniors and those with full disability without income, or a low income,  and a minimal payment for those with income(including interest and capital gains). This part should be set up to cover all the benefits that are present under a to d eliminating the donut hole. The Part B should have more of an HMO style with a major medical section. Insurance companies could then offer more extensive coverage that could be purchased by individuals or businesses to compete for labor. As for the those that are self employed it would depend on whether they were listed as a corporation or not for tax purposes. If they are then the purchasing requirement would prevail other wise they are covered. These taxes would be the same for part time workers and full time workers.

What needs to be worked out are the payouts. The present system penalizes the smaller population states this must be corrected. A new way to protect against unfair legal actions. Tort reform with maximums is not a fair solution. How much a person is worth is not the only determination and the ridicules amount of 250,000 dollars that has been proposed is criminal if malpractice causes death or disability. If the outcome wasn’t from true malpractice then the penalties are too high. The proposed panel sounds like a good ides if it has some weight.

Finally for those that say they won’t recognize the insurance that is their choice and ours should be we don’t recognize your license.
