President Obama and Rahm Emanuel, his controversial chief of staff, may be parting ways. London’s Daily Telegraph newspaper reports that Democratic insiders say Mr. Emanuel will leave shortly after the mid-term elections.
Differences in style between the cerebral Mr. Obama and the confrontational Mr. Emanuel are said to have played a role. In addition, Mr. Emanuel is reported to be frustrated at the inability of the White House to “knock heads together” to fashion political compromises.
Mr. Obama sent a signal by choosing the respected but hard-charging member of the Congressional leadership almost immediately after his 2008 victory to become his top aide. Mr. Emanuel had a reputation as a tough partisan but was also known to exhibit impatience with left-wing members of his party who have overly ambitious ideological agendas.
During last year’s health care debate, Mr. Emanuel famously argued for a less sweeping health care plan than the one that ultimately passed. He lost that argument to David Axelrod, the White House’s chief strategist, and Valerie Jarrett, Mr. Obama’s old friend from Chicago. If Mr. Emanuel does step down, many will suspect that his advice to trim back ObamaCare was the beginning of the end of his power in the White House.

Faisal Shahzad, of Shelton, Conn., pleaded guilty in federal court in Manhattan to a 10-count indictment that included charges of conspiracy to use a weapon of mass destruction, attempting an act of terrorism and transportation of an explosive. He faces life in prison when he is sentenced.
Mr. Shahzad is one of a number of home-grown U.S. terrorists who have surfaced over the past two years, posing greater difficulties for antiterrorism officials to track than foreign-born suspects. Mr. Shahzad had no history of support for jihad and had not appeared on the government’s radar, even though he received terror training in Pakistan late last year.
His case came six months after the deadly shooting rampage at Fort Hood in Texas in November, in which 13 soldiers were killed, allegedly by Army Maj. Nidal Hasan, an American-born Muslim of Palestinian descent who opposed U.S. military efforts in Iraq and Afghanistan. In another recent case, five American students from the Washington, D.C., suburbs were arrested in Pakistan in December after they allegedly developed contacts with al Qaeda via the Internet and tried to go to Pakistan to join a militant-training camp.
Mr. Shahzad, 30 years old, told the courtroom he would plead guilty “100 times over” until the U.S. pulls its troops from Afghanistan and Pakistan and stops unmanned drone strikes against terror suspects. “I am part of the answer to the U.S. terrorizing the Muslim nations and the Muslim people, and on behalf of that, I’m avenging the attacks,” Mr. Shahzad said.

Amid the all-too-common turmoil in Latin America, a peaceful and popular transfer of power in a U.S. ally deserves notice. So it went on Sunday when Juan Manuel Santos won a run-off presidential election in Colombia with 69% of the vote.
Now, that’s a landslide.
Mr. Santos is the former defense minister to Colombian President álvaro Uribe and he actively campaigned as the heir to Mr. Uribe’s “democratic security” policy. Colombians have now resoundingly ratified that policy, which over eight years has restored order to much of the countryside by scoring major victories against the Revolutionary Armed Forces of Colombia (FARC).
Mr. Uribe moved against the guerrillas by strengthening the military while offering both rebels and their nemesis, the paramilitaries, a chance to demobilize. Among his many achievements is the drop in murders of labor union members. Because of the special protections given to labor, it is now statistically safer to belong to a union than to be a member of the general population.
Mr. Santos, a 58-year old technocrat who takes power in August, has never held elected office. But his 2006-2009 stint at defense and his commitment to continue making national security a priority made him an attractive candidate for a nation still threatened by terrorism. On Sunday 13 police and soldiers were killed by guerrillas trying to disrupt the vote. Mr. Santos has also challenged neighboring countries that provide a haven to the FARC.
This triumph also ought to echo in Washington, where Democrats in Congress and the White House continue to deny a vote on the U.S.-Colombia free trade agreement. One liberal Democratic excuse has been concerns about Mr. Uribe’s security policies, but Colombia’s people have now spoken.
Like Mr. Uribe, Mr. Santos wants the free trade deal to force his country to face the discipline of global competition and turn Colombia into the next Chile or Taiwan. Such progress would further reduce the FARC’s appeal, and it is certainly in the U.S. national interest. This one shouldn’t even be controversial.
